Regional and Statewide datasets are available through the VGIS portal, www.vcgi.org, which is run by the Vermont Center for Geographic Information (VCGI). The data warehouse at the VCGI has a set of categories of available GIS data. The site's "how-to page" has great information on how to download data. Popular datasets include roads, e911 address locations, public conserved lands, etc.

Digital orthophotography (aerial photos corrected for elevation and airplane/camera distortions) comes in several flavors in Vermont. The Vermont Mapping Program has B/W photos with a nominal scale of 1:5000 (1" = 417') with 0.5 meter pixels. Also available are the USDA National Agricultural Imagery Program (NAIP) color 1-meter photos taken in August/September of 2003 and 2008. These are available through VCGI's image library individually or on flash media for statewide coverage.
