Transportation

The transportation planning program is directed by Rita Seto, our Senior Planner. Our transportation program is based on VTrans’ Transportation Planning Initiative Manual and Guidebook , 19 V.S.A. §101, and seeks to implement our Regional Transportation Plan. For general background information, this program is a response to political mandates emphasizing “investment decision-making which will result in a sensible and public-accepted investment of Vermont’s scarce transportation resources.” The program’s charge has been to ensure transportation maintenance, investments, and planning activities occur seamlessly and transparently between local, regional, state, and federal agencies. It is a two-part process to: (1) promote collaboration with Vermont Agency of Transportation and the FHWA to meet legislated mandates. And (2) provide local technical assistance to communities to promote informed and effective transportation investments.

As the Regional Commission has 30 communities that range in population from 300 to 10,000, this carries a dramatic variation of work tasks and responsibilities. There are also work efforts to support transit providers and nonprofit/governmental groups dedicated to providing a similar range of transportation infrastructure and services to their constituencies.

Rita directs her attention to projects based on relative needs and priorities established by the planning process -- Town Plans, the Regional Transportation Plan, VTrans Planning Division directives, and planning related Vermont State Statutes.
