TRORC is in the process of updating our current Regional Plan, especially focusing on the chapters on land use and housing. The Regional Plan covers all lands within the TRORC Region

A big part of this update is revising the current regional Future Land Use map. Revisions to the map will broaden our core village and downtown areas, creating more room for commercial uses and increased housing, as well as increasing access to state designation financial benefits. Some of these areas currently have temporary Act 250 exemptions for housing.

As part of the update process, we will be meeting with each municipality to discuss our new Regional Future Land Use Map and our new regional future land use areas, which are being made in compliance with Act 181. Public Input

People can provide input at any time in the drafting process. There are several ways to do this. If you have any comments on the text in the current Regional Plan, you can provide those at any time. If you have issues or policies that you do not see in the Plan that you want us to consider, please send those. Once the revised chapters are available, they will be discussed at our Board meetings, which you can find on our calendar, and there is always a public comment period at the start of each meeting. One the entire draft Plan is available, there will be a set of public hearings in the middle of 2026.

The Regional Plan, once adopted in 2026, will lay the groundwork for the state’s Land Use Review Board to approve Tier 1A and 1B areas that will then have permanent Act 250 exemptions. Regional Information Sessions – “The Regional Plan and You”

In addition to meeting with individual towns regarding the Future Land Use map, TRORC is also holding four meetings to more broadly cover what a Regional Plan is and what it does. Three sessions have been held:
