Regional Chapters Draft 2025
The Two Rivers-Ottauquechee Regional Commission will hold its final Public Hearing for the purpose of hearing comments on the proposed Two Rivers-Ottauquechee Regional Plan that is found below. The Regional Plan covers all lands within the towns of Barnard, Bethel, Bradford, Braintree, Bridgewater, Brookfield, Chelsea, Corinth, Fairlee, Granville, Hancock, Hartford, Hartland, Newbury, Norwich, Pittsfield, Plymouth, Pomfret, Randolph, Rochester, Royalton, Sharon, Stockbridge, Strafford, Thetford, Topsham, Tunbridge, Vershire, West Fairlee, and Woodstock.
The draft plan has undergone major edits, except the Land Use and Homes in the Region chapters, which will be revised in 2026. The draft plan consists of the following 14 chapters below, plus appendices and maps. The Regional Plan report, which details how the draft Regional Plan contains the elements of a regional plan as laid out in 24 VSA § 4348a, can be found here.
