Notice is hereby given by the Two Rivers-Ottauquechee Regional Commission of a Public Hearing to be held for the purpose of hearing comments on proposed amendments to the Two Rivers-Ottauquechee Regional Plan. Comments are encouraged, especially as in regard to the amendments being consistent with the goals of Title 24 V.S.A. section 4302. The Regional Plan covers all lands within the towns of Barnard, Bethel, Bradford, Braintree, Bridgewater, Brookfield, Chelsea, Corinth, Fairlee, Granville, Hancock, Hartford, Hartland, Newbury, Norwich, Pittsfield, Plymouth, Pomfret, Randolph, Rochester, Royalton, Sharon, Stockbridge, Strafford, Thetford, Topsham, Tunbridge, Vershire, West Fairlee, and Woodstock. A copy of the latest proposed amendments to the Two Rivers-Ottauquechee Regional Plan, as well as previous proposals, are available for review on the Two Rivers-Ottauquechee Regional Commission’s website: www.trorc.org. Comments may be given in person at the ZOOM hearing, or prior to the hearing by 9 a.m. on July 1, 2020 in writing to TRORC, 128 King Farm Road, Woodstock VT; or via email to [email protected]. Email submittals should put “RP Comments” in in the subject line.

The original notice outlining all changes to the Plan was sent on June 6, 2019 for public hearings on July 10 and July 11, 2019. Subsequent notices detailing further amendments were sent for public hearings on September 25, 2019 and October 30, 2019. The hearing on October 30, 2019 generated additional proposed changes and outlined below is a list of section headings of the Regional Plan chapters that have amendments proposed that are in addition to the previous notices:

Public Forum on Bethel Town Plan Update

Free and Open to the Public

The Town of Bethel’s Planning Commission has been working to update the Town Plan, which was last revised in 2014. Please join us as we discuss what we value about living in Bethel and what we want to work toward for the Town’s future. The Town Plan is a long-term vision for the future of the Bethel, touching on many different aspects of community life, including: housing, education, utilities and public infrastructure, economic development, health, emergency services, energy, natural and cultural resources, agriculture and forestry, recreation, transportation, land use, and flood resilience.

Bridgewater LHMP Update – Community Meeting

The Town of Bridgewater is organizing a series of community meetings to update its Local Hazard Mitigation Plan. Local Hazard Mitigation Plans enable towns to qualify for grant funds, and they make our communities safer. The next community meeting will focus on developing hazard mitigation strategies. The meeting will be held remotely on Thursday, July 16th, from 6:30 to 8:30 PM. Meeting materials can be downloaded from the Town’s website.

Local Hazard Mitigation Plans are part of an effort by the Federal Emergency Management Agency (FEMA) to reduce damage from foreseeable natural and human-caused hazards. Examples of projects in local plans include increasing culvert sizes, regulating flood hazard areas, stabilizing landslides, and tree trimming near power lines. Private Nonprofit Collaboration for Affordable Solar

Collaborate ~ Create Solar ~ Help Low Income Vermonters

Sustainable Woodstock and Vital Communities are excited to be hosting an informational meeting about creating solar opportunities for moderate-low income Vermonters. Norwich Solar Technologies, Twin Pines Housing Trust, and Norman Sun LLC will be leading a discussion about how private individuals and companies can collaborate with the non-profit sector to develop solar energy designed for low to moderate-income households in VT.

Building solar is a strong investment that is also great for our future and environment. Solar energy costs can be less expensive and less volatile than fossil fuel based energy. During this discussion, we will explore how partnerships between the private and public sector can help income sensitive Vermonters benefit from the lower and fixed costs of solar energy. We will also explain how these same benefits can apply to non-profits, municipalities, and other entities without a tax burden!

  • Meet with a “visiting team” of state, federal, business, and non-profit leaders who will share recovery strategies from across the state and ideas for resources and support

The Town of Randolph is in the process of updating its Local Hazard Mitigation Plan. Local Hazard Mitigation Plans enable towns to qualify for grant funds, and they make our communities safer. The third Randolph Hazard Mitigation planning meeting is scheduled for Thursday, July 23rd, 2020, at 1:00 PM via Zoom. The focus of the meeting is to complete and review updates to the newly drafted plan.

The meeting is open to all interested community members.
